By-Laws

Section 1. Name
The name of the neighborhood association shall be OLD MILLARD EAST NEIGHBORHOOD ASSOCIATION (OMENA)

Section 2. Purpose
To foster pride and encourage neighborhood involvement within the Old Millard East Neighborhood by providing opportunities for the participation in community work, social events, to combat community deterioration, future development and to beautify the Old Millard East area.

Article II. Membership
Any person residing on 120th Street west to Millard Avenue between L Street and Q Street is eligible for membership.  Defined by map.

Article III. Voluntary Dues
Voluntary dues shall be $10.00 per household per year.

Article IV. Meetings
Section 1. General Membership Meetings
Meetings will be held as needed until a regular meeting is necessary to conduct business.

Section 2. Quorum
At least ten percent of the membership must be present to conduct official business.

Article V. Officers
Section I. Number and Election of Positions
The officers shall be a President, Secretary, and Treasurer, who shall be elected in September of each year. The term of office shall be one year.

Article VI. Committees
The membership may establish necessary committees at any meeting. The President may also establish such committees. The President shall appoint committee chairpersons.

Article VII. Amendments
The bylaws may be amended at any regular meeting. Two-thirds (2/3) of those members in attendance must approve the amendment.
